Cyclopleeze should be fine without any rinsing. Do keep in mind that anything and everything that is or was alive contains phosphates, so its impossible to avoid adding it to our systems. Limiting the amount of food is usualy not a good idea as your "pets" will suffer, but do watch out for over feeding. This is why export methods are most important to us, there has to be a way to feed our animals properly, but not to hurt them by doing so (elevated organics). I personaly like having an algae turf scrubber as mine deals with all of it very efficiently, but in a pinch, you can't beat good old water changes.
The shrimp I buy at the market are VERY tiny, maybe 1/8th of an inch long at most, and being so small, I don't clean them other than giving them a good rinse before freezing.
