intended for ats become pod haven?

hi sir charles, i put a plastic strap above the 2nd chamber of the sump, water flows in it and is lighted by 18 watts cfl, it is intended to be an ats, unfortunately didn't become as far as i can see, it is now covered with green algae (hair algae?). when i decided to clean it up, i saw different small creatures living in it, looks like a small shrimps, (copepods?). at night time i saw some these small shrimps being siphon to the main tank.. my questions are,

1. are those little creatures living in the algae beneficial?
2. what should i do about the palstic intended to be an ats, should i cean it or leave it as is?
