Most likely not. There are very few starfish species that can be considered reef safe, the linkia and a few asterina species are the only "safe" types that I know of.
It also depends on what your definition of "reef safe" is. If you are thinking of only the corals, then quite a few species are "reef safe" then, which probably includes the one you have shown in the photo. But if your definition of "reef safe" includes all the other sessile inverts such as clams, sandbed infauna (life in the sand) and so on, then most every starfish would not be "reef safe".
