Hello Charles,
1. How do you feed this starfish that its limbs is intended to be food for Harlequin Shrimps?
2. Where will I place the food?
3. Will a fresh shrimp chopped to small pieces from the wet market sufficient enough?

Small pieces of peeled, fresh, uncooked shrimp placed under the starfish will be perfect. Don't overfeed though, one small piece ( 1 square cm or so) will be enough every other or every third day.
