Question.. Can i use this as a driver for my extra 3w cree's? since meron na din naman ako nito using 4pcs 5watts led for my planted tank and i have a spare cree to put on my pico.. or should i use a driver instead?

I think this is not a DC LED driver. This is a step down transformer 220VAC to 11.3VAC

This is for low voltage halogen lamps rated 12VAC. Transformers are used to alter the level of voltage. For 110V appliances, we use a step down 220AC to 110AC transformer. Drivers for leds that we use in reef lights converts AC to DC and also step down the voltage suitable for the leds. LED drivers are like cellphone chargers. The only difference is the output DC voltage and the current capacity.
