fnger leather and brown jelly?

do finger leather's catch brown jelly disease? My ginger leather has some brown thing covering up a part of it. Its different from the usual shedding. I tried crapin it off its easily scraped off...but i think the parts covered are turning white.

Should I be removing the leather? TIA
