Some people do drain their plenums every so often so it does not turn into a nutrient sink.. If you use powerheads full time, this is no longer a plenum, it is just an undergravel filter then.

in essence, yes, you need the powerhead sa plenum. but not under it. over it. plenums need high water flow above the sand. baka yun ang ibig mong sabihin :)
