I'm sure i have a lot of phosphate now and gonna do a partial water change. Can i put chaeto or phospate remover (there's one by Aquaz isn't it?) or snails?

What's the best way to get rid of purple/red hair algae?

you can put all of those three you mentioned at the same time for long term solution.
for the immediate solution, vacuum it all including some of the affected sand.
find out the root causes and correct them.
