Pop eye infections can be caused by either an eye injury from abbrassion or by too many organic and carbon sources within the tank. An eye injury would be somewhat obvious but what a lot of hobbyists fail to realize is that the "good" bacteria within our aquariums can also turn evil. Bacteria at all times are always on the hunt for food sources, which include our pets. In a healthy fish, its immune system can ward off the constant threat from bacteria, but if the bacterial levels get too high, they can overwhelm the fish and invade.
If it is a mild case, water changes and better feeding will usualy self cure the fish, but for bad cases, you would want to remove the fish into a quarantine type tank and treat with an antibacterial medication while getting the aquarium cleaned up at the same time.
