How to solve Oxegenation problems in a Marine tank?

A friend of mine has a marine tank and his fish seems to die from 'drowning'. Yung parang kulang sa oxegen yung tubig niya. I'm not sure what's wrong since halos parehas lang kami ng tank ( http://www.jeboaquarium.com/aquariums/r338.html ) Yung parang ganyan na 20 gallons. Its not his Salinity because he maintains 1.021. He hasn't done weekly water changes. Pano mamaintain yung oxegen sa tank niya? Sumpless/Skimmerless yung tank din niya.

1. Powerheads lang. Alam ko yung Jebo Aquariums they come with powerheads.

2. Di ko pa natetest yung water niya. New setup lang yung tank nya for 1 week. Bumili siya ng water from cartimar tapos sabi daw niya after 1 week saka "nalunod" yung fish niya.

Thanks for the replies mga bro. Pero sumuko na yung friend ko kasi 1 Cardinal nalang natira sa kanya. Inampon ko na yung cardinal at astig siya. At least may bago na akong fish para sa system ko. *Score!*
