Binasa ko itong Fisheries Act and related laws na ito... Parang ang intent ng batas ay to ban the exploitation of "reef building" corals or stony corals. Pero nilagyan ng congress ng abiguity sa huling enumeration, to cover other types of corals. The ambiguity serves the purpose of giving a judge or court a certain amount of discretion in case there is a complaint for coral "exploitation" or in case of reefers, possession and trade. The judge may rule that is is illegal or legal, because of this ambiguity. So para ma resolve dapat may mahuli at mag complaint or dapat ma amend ang batas.
