If you don't mind going to Pasay, theres this guy Teban and his stall in Cartimar near the plants/orchids area. He sells Chaeto for Php100 or so a handful. He always has some as far as I know. I can't find his business card but its the closest saltwater shop to the plants section.

I was there last weekend. I bought mangroves from him. not yet for sale ung chaeto kakaunti plng
papalakihin nya muna daw. nagikot ako to all the stores parang sya lng nakita ko na may chaeto.
