FO - nice if you want minimal Maintainance, with a FO you wont need to worry about the Living critters you dont want the Cu to kill and will be easier to keep your Fish ich free or any other disease. With the sump question you can use this for your filtration and offcourse having extra water volume for accidental mistakes (chemicals, overfeeding, etc). Plus you wont need as much lighting, minimal as in you can use plain normal output bulbs, with minimal lighting you also wont need to worry about algea.
FOWLR - You will have the same maintainance as a Reef minus the pollutants of the corals. Its not too much difference though. When you say FOWLR offcourse you will have liverock, so with that you'll have critters and some Living there that would need Lighting so you will need decent lighting for FOWLR.

When you decide on what you will keep in there and know the size of the tank the GURUS here in RP will be able to help better and be more specific
