regarding the top question, i think your bioload is ok. try not to add anymore.

what color are your t5s?

and yes, as deuce mentioned, how much is your flow rate?

But to answer your original question, I really dont have an answer on how many inches per gallon. I believe there isnt any definitive answer to that. As long as everything gets along and have the space, it will be fine. And good filtration or nutrient export of course.
